JSCA announces pre-selected papers for the “International Paper Competition on Evidentiary Activity in Oral Systems”

SANTIAGO, August 7, 2018.


The Justice Studies Center of the Americas (JSCA) has selected 15 papers for the first phase of the “International Paper Competition on Evidentiary Activity in Oral Systems.” A total of 63 papers were submitted (34 written by men and 29 by women) from 14 Latin American nations.

We would like to thank everyone who submitted a paper and congratulate the authors whose works have been pre-selected for presentation.

Retrospective Analysis and Current Challenges after Over a Decade of Criminal Procedure Reform in Chile

The Justice Studies Center of the Americas (JSCA), Supreme Court of Chile and Ministry of Justice and Human Rights of Chile organized a seminar to present the study “Challenges of Criminal Procedure Reform in Chile: A Retrospective Analysis after Over a Decade.” The event was held Wednesday, July 25 in the Salon of Honor of the Santiago Courts of Justice.

International Seminar on Trial by Jury in Mendoza

The government of Mendoza, Supreme Court of the Province of Mendoza, the Justice Studies Center of the Americas (JSCA) and the Institute for Comparative Studies in the Criminal and Social Sciences (INECIP) are organizing an international seminar entitled “Trial by Jury in Mendoza.” The event will be held Tuesday, August 7 from 3 p.m. to 8 p.m. in the auditorium of the Mendoza Judicial Branch, which is located at Av. España 480.

The inaugural ceremony will include addresses by Alfredo Cornejo, the Governor of Mendoza; Jorge Nanclares, the Chief Justice of the Supreme Court of Mendoza; José Valerio, President of the Criminal Chamber of the Supreme Court of Mendoza; JSCA Training Director Leonel González; and Senator Anabel Fernández Sagasti, who represents the Province of Mendoza.

JSCA Announces Appointment of Two New Members to Its Board of Directors

Yesterday afternoon during the Fourth Plenary Session held in Washington, D.C., the 48th General Assembly of the Organization of American States (OAS) elected two new members to the Board of Directors of the Justice Studies Center of the Americas (JSCA). They are Jenny Murphy of the United States and Patricia Pérez of Chile. The members-elect will serve from 2019 to 2021.


This election is particularly significant in the context of JSCA’s Gender Equity Policy, the most important institutional change to occur over the past few years. JSCA Executive Director Jaime Arellano stated, “We at JSCA believe that in order to effectively, comprehensively and equitably fulfill our mission and goals, the gender perspective must be incorporated into the Center’s organizational culture and all of its institutional activity. This includes our staffing, processes, activities and the development of our research, projects and training programs.”

JSCA publishes second volume of reflections on the need for criminal justice reform in Brazil

The Portuguese-language publication is one of the results of the Brazilian Training Program on Criminal Procedure Reform, which JSCA executed with various Brazilian institutions.

The book is an invitation to redefine the current system in order to move towards an adversarial and oral justice system.

JSCA presents the second volume in the series Challenging the Inquisition: Ideas and Proposals for Criminal Procedure Reform in Brazil. The Portuguese-language publication is one of the results of the Brazilian Training Program on Criminal Procedure Reform, which JSCA executed with various Brazilian institutions. It brings together ideas from various criminal justice system stakeholders, contextualizing the situation of Brazil within Latin American justice systems and identifying steps that the country could take. Brazil is the only nation in the region that maintains an inquisitorial criminal justice system rather than an adversarial one.

Winners of Argentina’s National Quality of Justice award visit Chilean criminal justice system institutions

Santiago, April 11, 2018

A delegation of the winners of the National Quality of Justice Award given for the first time by Argentina’s Ministry of Justice and Human Rights will spend one week in Chile to take part in a visit organized by JSCA. The purpose of the exercise is for participants to learn about the work of the criminal justice system’s support agencies.

En Santiago a 2 de diciembre del año 2011, reunido el Consejo Directivo, con la participación delos Consejeros Hebe Martínez (Presidenta), Marc Rosenberg (Vice- Presidente ), Russell Wheeler, Carlos Maldonado, Delano Bart y Ernesto Pazmiño y, en virtud de los artículos 12, 13 y 14 de su Estatuto y 11, 12, 18 y 19 de su Reglamento, resuelve:


1.- Aprobar el Informe Anual de Actividades del año 2011 felicitando el trabajo realizado.

2.- Aprobar el Plan de Trabajo y Programa - Presupuesto Anual de CEJA, para el Año 2012.

El Consejero Delano Bart solicita se incorpore dentro de las tareas del año 2012, un plan para levantar información y diseñar posibles líneas de acción en la Región del CARICOM en la perspectiva de incrementar la presencia de CEJA en la Región. Para estos efectos ofrece su cooperación en el necesario y previo proceso de levantamiento de información e identificación de contrapartes locales.

El Consejero Ernesto Pazmiño solicita considerar para el Plan de Trabajo líneas de apoyo hacia las defensorías nacionales, de manera de contribuir a los distintos esfuerzos de fortalecimiento que en estas instituciones se lleva a cabo.

El Director Ejecutivo toma nota de ambas indicaciones, comprometiendo una propuesta de acción para abordarlas con el Consejo, en el marco de los objetivos institucionales trazados.

3.- Ratificar los convenios suscritos por el Director Ejecutivo y reportados en el Informe Anual.

4.- Renovar por unanimidad el mandato del Director Ejecutivo, Cristian Riego, por un nuevo periodo de cuatro años, de acuerdo a lo dispuesto en el artículo 14 numeral 4 del Estatuto.

5.- Elegir por aclamación a Marc Rosenberg como Presidente del Consejo Directivo y a Carlos Maldonado como Vice-Presidente, de acuerdo a los artículos 11 y 12 del Reglamento.

6.- Despedir y agradecer a la Presidenta y Consejera, Hebe Martínez quien sirvió durante seis años como miembro de este Consejo, siendo clave su rol en la dirección del organismo y en el fortalecimiento de las capacidades institucionales de CEJA.

7.- Delegar en el Secretario Ejecutivo las gestiones tendientes a la realización de un nuevo Consejo Directivo.
