Managua, March 14, 2018

JSCA will support the creation of a Civil Procedure Code (CPC) monitoring observatory in Nicaragua, which will celebrate the first anniversary of the code’s introduction in April. This and other actions were agreed to during the signing of a cooperation agreement between the international agency and the Supreme Court of Nicaragua.

The ceremony held yesterday in Managua was attended by Supreme Court Chief Justice Alba Luz Ramos; Supreme Court Civil Chamber President Ileana Pérez; Minister Rafael Solís; members of the Civil Procedure Code Implementation, Training and Monitoring Program; the Director of the Alternative Dispute Resolution Office, María Amanda Castellón; JSCA Research and Projects Director Marco Fandiño; and judges from the Nicaraguan capital.

Fandiño explained that JSCA will collaborate on the Observatory through the identification of quantitative and qualitative monitoring methods that will allow for the evaluation of the performance of the new civil justice system, which was introduced in 2017.

The agreement also will provide continuity for the training trainers program that JSCA has been developing over the past two years with the Nicaraguan Supreme Court, which has trained judges on topics related to mediation and the use of oral procedures in the civil justice system. This year the Center will offer an advanced training course on oral civil procedures that addresses adequate development of lawsuits, the role of the judge in managing the process, initial hearing management, admissibility of evidence and judicial certification of agreements.

According to the agreement signed yesterday, complementary activities will be developed for litigators and civil court judges.

In April 2016, JSCA held a training activity on oral hearing management in the civil and criminal justice arenas that was attended by judges from throughout Nicaragua. In June and July 2017, in-depth courses were held on oral litigation skills to be used in the new civil justice system and mediation.
